BOARD OF SELECTMEN MEETING
Tuesday, December 13, 2011
7:00 p.m.
The meeting of the Board of Selectmen was held at 7:15 pm in the Sharon Town Hall with Selectman William A. Heitin, Selectman Walter Joe Roach and Town Administrator Benjamin Puritz.
APPROVAL OF A CONSERVATION RESTRICTION
Wayne Beitler of the Trustees of the Reservations said the11.5 parcel is being split between the Trustees and Mass. Auduobon properties. Mr. Beitler said the 11.5 acres will eliminate potentially 5 homes.
VOTED: (Heitin/Roach) Voted to accept the two conservation restrictions as discussed.
Chairman Powell joined the meeting
CLASSIFICATION HEARING
Administrative Assessor Mark Mazur explained that the classification hearing is part of the annual process whereby the classification rates are determined by the Selectmen. He said the annual tax rate is still being determined.
VOTED: (Heitin/Roach) Voted unanimously to open the 2012 Classification Hearing.
VOTED: (Heitin/Roach) Voted unanimously that that the Board of Selectmen accept the Board of Assessor’s recommendation that there be a residential factor of “one” for fiscal year 2012.
VOTED: (Heitin/Roach) Voted unanimously that the Board of Selectmen accept the Board of Assessor’s recommendation and not adopt a residential exemption for fiscal year 2012.
VOTED: (Heitin/Roach) Voted unanimously that the Board of Selectmen accept the Board of Assessor’s recommendation and not adopt a small commercial exemption for fiscal year 2012.
VOTED: (Heitin/Roach) Voted unanimously to close the 2012 Classification Hearing.
KEEVIN GELLOR: CANDIDATE FOR REAPPOINTMENT TO THE CONSERVATION COMMISSION
Mr. Gellor said he has been on the Conservation Commission for three years and has very much enjoyed the other people on the Board and the hearings. He said the Board is very well run.
VOTED: (Roach/Powell) Voted unanimously to reappoint Keevin Gellor to the Conservation Commission to a term ending December 31, 2014
FRIENDS OF THE COUNCIL ON AGING RAFFLE
Gordon Gladstone said that the Friends of the Council on Aging was established in the 1980s. He said 100% of the Friend of the Council on Aging’s two fundraisers sponsor two galleries featuring Sharon artists
APPROVAL OF CHANGE OF LIQUOR MANAGER FOR SPRING VALLEY COUNTRY CLUB
JoAnn Parks said she has been in the business for about 20 years and previously worked at Granite Links Country Club. Club President Robbins was also in attendance. He said Ms. Parks has been at Spring Valley for a number a years. She said she is TIP certified.

APPROVAL OF MINUTES
VOTED: (Heitin/Roach) Voted unanimously to approve the Executive Session Minutes of November 29, 2011
APPROVAL OF 2012 FALL TOWN MEETING DATE
Chairman Powell said because of the Presidential Election the Town Clerk was asking for a December date for the Town Meeting. The Board expressed preference for December 3rd over December 10th because of potential weather issues and weather. It was pointed out that the Town “may” have the Town Meeting as opposed to “shall” have a Town Meeting.

AUTHORIZE CHAIRMAN POWELL TO SIGN AND ACCEPT THE 2012 STUDENT AWARENESS OF FIRE EDUCATION GRANT
VOTED: (Heitin/Roach) Voted unanimously to authorize Chairman Powell to sign on behalf of the Board and accept the 2012 Student Awareness Fire Education Grant

The Board discussed the Recreation Advisory Board appointments. Selectman Roach said though the Recreation Advisory Committee is already above the limit of number of members – that the Selectmen shouldn’t appoint more than two individuals to keep the Recreation Advisory Committee at the same number. Chairman Powell said he sees no reason why all three members can’t be appointed.
Chairman Powell moved to appoint Frederick Benjamin, Linda Callan and Margaret Marder to the Recreation Advisory Committee. There was no second
VOTED: (Heitin/Roach) Voted unanimously to appoint Frederick Benjamin and Margaret Marder to the Recreation Advisory Committee. Selectman Heitin said he had spoken to the Recreation Chair who said he was not in favor of increasing the number of people on the Committee.
DISCUSSION REGARDING SHARED ENERGY MANAGER
The Board is holding on this item as the School Committee is discussing and voting on this item tomorrow night. Selectman Roach said he believes that the School Department would receive much greater benefit from this position than the Town. Selectman Roach said he spoke to Ken Wertz of the School Department and explained that even if the Town does not participate the Selectmen would still be willing to sign a letter of support as the Selectmen’s signature was required. .
APPROVAL OF CONTRACT WITH ADVANTAGE DRUG TESTING
VOTED: (Roach/Powell) Voted unanimously to award the contract for drug testing to Advantage Drug Testing for a three year period commencing January 1, 2012 – December 31, 2014.
DPW services award
VOTED: (Roach/Powell) Voted unanimously to award the contracts as recommended by the Southeastern Regional Services Group for DPW Services.

APPROVAL OF DEED FROM VICKERY CORP.
VOTED: (Heitin/Roach) Voted unanimously to accept the deed from Vickery Corp.
ANNOUNCEMENT REGARDING 2012 ANNUAL TOWN MEETING
Chairman Powell announced that the closing date for all articles for the May 2012 Town Meeting is January 8, 2012. He also read the schedule for the public’s benefit.
VOTED: (Heitin/Roach) Voted unanimously that the Warrant be opened tonight December 13, 2011 and will close on January 18, 2012 for all Articles.
APPROVAL OF EXTENDED CLOSING AND SERVING OF LIQUOR FOR MICK MORGANS
VOTED: (Heitin/Roach) Voted unanimously to approve the request of Irish Patriots LLC Mick Morgans to extend their closing hour to 12:30 am on January 1, 2012 and to servc liquor.
SIGNING OF LETTER REQUESTING MEMA SUPPORT FOR HURRICANE IRENE
VOTED: (Heitin/Roach) Voted unanimously to sign the letter to MEMA for support for damages from Hurricane Irene.
VOTED: (Heitin/Roach) Voted unanimously to move into Executive Session to discuss Collective Bargaining: Fire Department negotiations , Police negotiations and Police Dispatchers negotiations. Health Insurance negotiation strategy, Pending Litigation re Glassman, Real Property negotiations re South Main Street eminent domain. Discussion of these items in open session would be detrimental to the Town. At the end of Executive Session the Board will adjourn for the evening.
